Circular Administrative Provisions and Guidelines in Public Procurement (Research)
Abstract
The inclusion of circular criteria in (the administrative provisions of) contract documents for open or restricted public procurement procedures (with or without price as the sole criterion) suffers from several difficulties at the moment. The possible mixing of works tenders with service tenders, especially when wanting to apply a product-service combination or problems that arise when wanting to use recycled materials are some examples of these difficulties which impede a quick spread of circulair practices in construction. The inclusion of circular criteria in tender specifications will force a large part of the construction sector to think about innovative approaches or techniques. The leverage can be enormous. However, the inclusion of circular criteria can be very diverse, from low-threshold (XS) to very elaborate (XL), depending on the ambition of the client. The subject of this project is to provide "type descriptions" for different levels of ambition (XS-S-M-L-XL). the subject is not to draw up or to promote a circular scale.
