Congestion-averse planning of transport (Research)
Abstract
This project aims to deliver a new integrated approach for screening lost time in transport planning and to propose improvements to increase transport efficiency. To this end the current planning context (planned routes, prefered delivery restrictions, starting times, time windows, ) is projected in time. Traffic congestions and waiting times at stops are accounted for. In order to reduce lost times, new solutions are generated by recombining routes and by shifting starting times of drivers. A shift in delivery time windows may also be proposed to smoothen the transport chain. Advantages of avoiding congestion in transport planning are quantified to ground changes in internal and external logistics. This planning approach will support transporters and shippers at the tactical decision level. Although the proposed methodology will be generic, the validation will mainly be performed for the transport network in Flanders.
