Environmental analysis digital skills (Research)
Abstract
The digital transition in Flanders is progressing rapidly, yet a significant portion of the population risks digital exclusion due to limited access to technology, low digital skills, and inaccessible digital services. Local governments also struggle with these challenges. Therefore, this projects seeks to gain in-depth insights into the digital skills and needs of priority groups (people aged 55 and over, individuals entitled to increased allowances, persons with a non-Belgian birth certificate, and people with physical and/or mental disabilities) of a Flemish local government. This study, conducted by the School of Social Sciences at Hasselt University, employs a mixed-methods approach to map digital inequality and formulate concrete policy recommendations. The research includes an environmental analysis based on existing data, supplemented by new data collection through surveys and focus groups. By combining cluster analysis and Ideal-Type Analysis, the study provides a nuanced understanding of digital vulnerability and translates these insights into practical recommendations for digital inclusion initiatives. The findings will contribute to a more inclusive digitalization policy that reduces barriers and enhances digital participation for vulnerable groups.
